Standard for Secure Data Encapsulation–Policy-Carrying Data Objects, Enforcement Interfaces, and Conformance Requirements

This standard defines the architecture, terminology, and functional model for secure data encapsulation; specifies a machine-readable policy-carrying metadata format cryptographically bound to data payloads; and defines interfaces and protocols for creation, binding, transfer, storage, usage control enforcement, audit/attestation, revocation, and destruction of encapsulated data objects across organizations and infrastructures (edge, cloud, on-prem, and privacy-preserving computation environments). It specifies interoperability and conformance requirements for producers, consumers, enforcement points, validators, auditors, and registries. The standard is technology- and algorithm-agnostic and does not mandate specific cryptographic suites or implementations.
